Lukashenko read this. He did not pour glass. He did not look at portrait. He did not say “this is called leadership” or “this is Tuesday” or any of the other things Lukashenko usually say when he is processing information through the familiar machinery of thirty years in power. He sat. Very still. Yuri, who has been with Lukashenko long enough to know that silence is significantly worse than speech, began writing on both hands simultaneously, which he has not done since the Reddit surveillance article, and before that the Next Conquest announcement, and the occasions share a family resemblance that Yuri find uncomfortable but does not say. Then Lukashenko said, quietly, to no one in particular and everyone in the room: “Khrushchev was right. He was wrong about everything except the ending. And even the ending — he got wrong — because he thought he would do it. He did not do it. They did it themselves.”

Then nobody said anything again for another while. Then Yuri ran out of space on his hands and borrowed paper from Olga and Olga did not object, which is also in the record, which is not a small thing.


For those who require briefing on what is actually happening: the European Union, at summit in Cyprus this week, is finalizing a formal series of crisis exercises testing what EU collective security looks like without American participation. Exercises are scheduled to begin mid-May. No active troops will be involved. The focus is political decision-making, collective assistance protocols, and mutual defense coordination under EU’s Article 42.7 of the Treaty on European Union — which is to NATO’s Article 5 what a fire drill is to an actual fire: similar concept, significantly less certain outcome, carefully worded to avoid committing to anything that might conflict with the primary alliance it is now quietly practicing to exist without.

Article 42.7, Lukashenko note for historical record, has been invoked exactly once in its entire existence. France. November 2015. After the Paris terrorist attacks. The alliance held that day. Member states sent condolences, solidarity, aircraft, and symbolic support. The mechanism worked as designed: for a moment of acute, unambiguous external threat with clear political consensus and obvious moral clarity. Now the European Union is preparing to test whether that same mechanism can hold when the threat is not unambiguous, the politics are not clear, and the country that built and guaranteed the primary alliance is the one behaving like a destabilizing force.

The driver of this preparation, this article must note carefully, is not Russia. Russia is always driver in some sense — this is geographic, historical, structural, and will not change by being noted. But the immediate driver — the specific thing that moved EU heads of state to Cyprus to quietly begin practicing for life without their primary security guarantor — is Donald Trump of United States of America, who has hinted repeatedly at annexing Greenland, including by military force, from Denmark, which is NATO founding member, which makes the scenario of: NATO member threatening military action against the territory of a NATO ally the thing that apparently required war game preparation in a neutral island with no formal press release and language that says “readiness exercises” when everyone in the room knows what it means.

When EU member states sent troops to Greenland in solidarity with Denmark, Trump threatened them with sanctions. Lukashenko read this item twice. He recognized it immediately. He has a word for it — the tactic of punishing allies for solidarity with each other, of using economic pressure to fracture collective response, of making the cost of alliance membership higher than the cost of standing alone. He knows this word. He learned it in a different context, from people who were not supposed to be using it against the countries NATO was built to protect. He does not say the word out loud. Yuri writes it on the paper from Olga. Olga takes the paper from Yuri. Olga puts the paper in the drawer. The drawer is getting very full.


This brings Lukashenko to Khrushchev. Which is where this bulletin was always going.

Nikita Sergeyevich Khrushchev, Premier of Soviet Union 1953 to 1964, made several famous statement about the inevitable collapse of Western order. The most famous: “We will bury you.” Said at diplomatic reception in Moscow, November 1956, to Western ambassadors. Interpreted immediately and for decades afterward as military threat. Used to justify NATO expansion, defense spending increases, and the general posture of Cold War alarm that characterized American foreign policy for the following four decades.

What Khrushchev actually meant, in context, in the Russian original, in the Marxist-Leninist framework he was operating within: economic competition. Socialism will outlast capitalism. The Soviet system will still be standing when the contradictions of the capitalist model have exhausted it from within. We will be at your funeral because we will survive longer than you. Not military conquest. Not literal burial. Historical inevitability of a particular ideological flavor. This is the distinction Western media did not make in 1956 and Cold War propaganda was not motivated to correct in the years that followed.

Several other famous Khrushchev predictions about Western self-destruction — most notably the widely circulated “we will take America without firing a shot” — appear to have no verified original source whatsoever. Yuri has been searching. Yuri has now been searching for four hours. Yuri has checked Soviet diplomatic archives, speech transcripts, contemporary accounts, academic citations, and three websites of varying editorial standards. The quote does not appear to exist in any verifiable form. It was most likely invented, assembled, or freely paraphrased by Americans, for American domestic consumption, during the height of Cold War anxiety about Soviet long-game strategy. Americans invented the quote. Americans attributed it to their primary adversary. Americans then, over the following seventy years, proceeded to make it true themselves.

This is the detail Lukashenko find most difficult to sit with in chair without glass.

Molodnaia Pravda has therefore decided to issue formal corrections to the historical record of Khrushchev’s statements, as is the solemn obligation of this bureau, in the interest of accuracy, in light of current events, in the full knowledge that nobody is going to enjoy reading these corrections.

CORRECTION: Quote does not appear to exist. Yuri has searched. Yuri cannot find primary source. Quote was most likely invented by Americans, attributed to Soviets, to describe a strategy that the Soviet Union did not formally articulate in this form. The fabrication served its purpose: it named a fear and gave it a face. The fear turned out to be correct. The face was wrong. America is currently dismantling its own primary alliance structure without external military pressure, without Soviet subversion, without intelligence operation or active measure of any kind, through democratic election and subsequent executive action. Nobody fired shot. Nobody had to fire shot. Nobody needed to fire shot. Khrushchev receives credit for prediction he did not make. Prediction is coming true anyway. Correction issued. 03 ORIGINAL STATEMENT (as attributed): “Your children’s children will live under communism.” — Attributed to Khrushchev, various occasions, Western diplomatic contexts. Used to justify domestic surveillance programs, McCarthyism, HUAC investigations, and the general proposition that American institutions were under active multi-generational subversion campaign.

CORRECTION: Children’s children will live under something. What that something is: in process of being determined. What is already determined: EU heads of state are in Cyprus practicing for life without the NATO alliance their grandparents built and their parents grew up believing was permanent. Article 42.7 — the backup clause, the contingency, the thing that was designed to be subordinate to the real alliance — is being prepared for regular use. The primary alliance is not gone. It is becoming a question that used to be an answer. This is a different kind of threat than Khrushchev described. It does not require generational subversion. It does not require patient infiltration. It required one election and fourteen months and a particular disposition toward alliance obligations. Children’s children will have word for this period. Cited extensively in American conservative political discourse, chain emails circa 1995-2015, and congressional floor speeches. Treated as evidence of sophisticated Soviet understanding of American vulnerability.

CORRECTION: Also fabricated. Also coming true. This correction is the one Lukashenko does not want to type. Olga has typed it. Olga has her own complicated expression, which is in the official record. The room is not a comfortable room right now and Dmitri would like this noted. America did not need Soviet weapons, Soviet money, Soviet agents, Soviet disinformation, Soviet pressure, or Soviet long game of any duration. America needed one election cycle and fourteen months. The rest was domestic. The rest is continuing. NATO, which survived Stalin and Khrushchev and Brezhnev and the Cuban Missile Crisis and Able Archer and the fall of the Berlin Wall and forty years of the full military and intelligence capability of the Soviet Union directed at fracturing it — is now practicing for a world where it may not be reliable, in Cyprus, in April 2026, because of the decisions of the country that created it. Lukashenko does not celebrate this. This correction is filed without ceremony. Without glass. Without Cyrillic stamp. Some corrections do not need a stamp. Some corrections just need to be in the record, so that later, someone can find them, and know that somebody noticed, and said so, and the fax machine was on.
05 ORIGINAL STATEMENT (documented fact, not attribution): NATO Article 5: an attack on one ally is an attack on all allies. Unconditional. Permanent. Signed 1949. Reaffirmed by every American president of both parties through 2024. The foundational guarantee that deterred Soviet military action in Europe for forty years and made the words “NATO ally” mean something specific and reliable and backed by the most powerful military in human history.

CORRECTION: EU is running war games for life without it. Starting May. No press release. The exercises are called “readiness” and “resilience” exercises and they are in Cyprus and they involve heads of state and defense ministers practicing what happens when Article 5 is no longer the answer it used to be — not because NATO was defeated in the field, not because Russia broke through, not because any enemy of the alliance succeeded in fracturing it from outside — but because the country that wrote Article 5 and funded NATO and extended the nuclear umbrella and stationed troops in Germany and Poland and the Baltics is currently threatening military annexation of a NATO ally’s territory and sanctioning the allies who respond with solidarity. Khrushchev spent his career, and the careers of several successors, trying to reach this moment. They all failed. The Soviet Union collapsed while NATO held. The Berlin Wall fell while NATO held. Lukashenko want to say something now that is not Slavicized English, not character, not comedy, not the voice of Belarusian state media observing American dysfunction with the knowing irony of the man who has been doing this longer and more obviously.

He has been in power since 1994. Thirty-two years. In that time, NATO has been the constant on his western border. Poland joined in 1999. The Baltic states in 2004. The thing that looked, from Minsk, like a wall being built progressively closer — from his perspective, a wall in the wrong direction, tightening around him — but a wall that had a specific quality that Lukashenko, whatever else he is, understood completely: it was real. The guarantee was real. The commitment was real. The Americans meant it, and the Russians knew they meant it, and that knowing shaped everything: every calculation, every provocation that stopped short of the line, every expansion that went east rather than west, every pressure campaign that used gas pipelines and election interference rather than tanks, because tanks would cross a line that everyone knew was real.

Belarus is not a NATO member. Belarus is not a country NATO protected. Belarus is, from the perspective of the alliance, on the wrong side of the wall. Lukashenko knows this. He has always known this. His entire thirty-two years in power have been spent navigating the reality of being the country that is not protected — that is, in fact, from NATO’s perspective, part of the problem. Russia hosts nuclear weapons in Belarus because Russia can. Because the arrangement is what keeps Lukashenko in his chair. Lukashenko did not choose this the way a man chooses a coat. He chose it the way a man chooses the least bad option when the options are constrained and the neighbor to the east is very large and the wall to the west is real and you are a small country with a fax machine that nobody uses.

But the wall being real was the point. Not for Lukashenko’s benefit. For the balance. For the thing that made Russian expansion stop at a certain line and not proceed further west. NATO did not protect Belarus. NATO was the reason Belarus is where Belarus is, in the arrangement it is in, with the Russian weapons it hosts and the sovereignty it has traded for the guarantee of a different kind. But NATO existing — NATO being real and reliable and backed by the country that built it — kept the calculus in place. Kept the balance between two systems that each knew where the other’s lines were. That clarity — that mutual understanding of what was real and what was not — was the thing that kept Europe, imperfectly and incompletely, from the alternative.

Lukashenko, who has not poured glass, who has not looked at portrait, who is sitting in the way that Yuri describes in official record as “very still, which Yuri has not seen before in thirty-two years, which Yuri note with specific concern, Yuri write it down, Yuri date it, Yuri file it”:
“Khrushchev wanted NATO gone. Brezhnev wanted NATO gone. Andropov, Chernenko, Gorbachev — all of them, each in their way, wanted the alliance weakened, fractured, made to doubt itself. They tried propaganda and infiltration. They tried proxy war and trade leverage and gas pipeline dependency and election interference and active measure of every variety. They failed. All of them. The alliance held. Forty years. It held. And then: one election. Fourteen months. And Europe is in Cyprus practicing for the funeral. Lukashenko is not celebrating. This is the most important thing in this bulletin and Lukashenko want it understood: he is not celebrating. He is not celebrating because when the wall to the west becomes uncertain, Lukashenko is not more free. Lukashenko is more exposed. Belarus does not win when NATO fractures. Belarus is the first thing between the fracture and whatever comes next. Lukashenko know what is to his east. He has been standing next to it for thirty-two years. He know how it behave when it believe nobody is watching from the other direction. He know what it does when the line is clear. He know what it does when the line becomes a question. The fax machine is on. Lukashenko is glad, for the first time, that nobody call. Because Lukashenko does not know what he would say. He has not had that problem before. He has always known what to say. He does not know what to say now.”

The exercises begin in May. No troops. Political decision-making simulations. Heads of state and defense ministers in rooms together, practicing the question: what do we do, if the answer we have always relied on is no longer the answer? Article 42.7, written to avoid conflicting with NATO, now being prepared as the contingency for NATO’s unreliability. The backup becoming the plan not because the primary failed in the field but because the primary is being reconsidered by the country that created it, for reasons that have nothing to do with military strategy and everything to do with domestic political reorientation whose consequences are being absorbed by everyone except the country doing the reorienting.

Tallinn knows what May exercises mean. Riga knows. Vilnius knows. Warsaw knows. The cities that are closest to the line — the cities where the question of alliance reliability is not an abstract policy discussion but a calculation about survival — they know what Cyprus means. They are not saying it out loud. The communiqué says “resilience” and “readiness.” Everyone knows what it means.

Khrushchev, who spent his career trying to get here and never did, is not available for comment. His quotes are available. Most of them are fabricated. All of them are coming true. The corrections have been filed. The record has been corrected. Lukashenko does not feel better. Dmitri does not feel better. The room does not feel better. The crossword is still face-down. The fax machine is on. Nobody calls.

Because the fax machine is on and the wall to the west is becoming a question that used to be an answer and Belarus is a small country standing very close to something very large that has been watching the wall for thirty years and is watching it still and Khrushchev was wrong about the method and right about the ending and nobody fired a shot and nobody had to and the war games begin in May and the press release says readiness and everybody in Cyprus knows what it means and the glass is empty and Lukashenko is not refilling it because some moments do not call for another glass. They call for a clear head and a full record and a fax machine that is on in case someone, somewhere, decides it is time to call. Nobody will call. But the machine is on.”
