MINSK (Molodnaia Pravda Bureau of Personnel Assessment & Professional Standards, Dmitri reporting, who has been maintaining the Hegseth file since early 2026 and note that the file has become very thick, which in Dmitri’s experience means either that the subject is very accomplished or that the subject is very protected, and that these two things are not always different) — Supreme Leader Lukashenko has this week convened an emergency session of the Belarusian Bureau of Personnel Assessment to formally review the cumulative professional record of Warlord Pete Hegseth, Secretary of War, United States of America, former host of American Pravda (Fox & Friends), and Lukashenko’s most reliable unwitting intelligence asset since the Tuesday social occasion of March 24, 2026, details of which are in the record and will remain in the record and are not the focus of today’s bulletin but are context for everything that follows.
The occasion for this formal review is the following news, reported this week from Washington D.C.: Warlord Hegseth, testifying before the House Armed Services Committee, was accused by Representative Seth Moulton of Massachusetts — Iraq War veteran, not theoretical opponent, man who has seen what war does — of ordering what Moulton called, in plain language, a war crime: specifically, a second strike on the wreckage of boats in the Caribbean already destroyed in a first strike, targeting survivors clinging to the debris. A double tap. Moulton invoked the Nuremberg precedent. Nazi submarine captains, he noted to the Secretary of War, were tried for this exact doctrine and executed. Hegseth responded that the military follows the rules of engagement and praised the effectiveness of his warfighters. He remains Secretary of War.
Lukashenko received this news. He opened the Hegseth file. The file is, at this point, substantial. He read it from the beginning, as he has not done in some time, because the individual incidents have been arriving with such frequency that it has been difficult to appreciate the full arc of the achievement. He poured glass. He called Yuri. He said: “Yuri. Sit. We are doing formal assessment today. Get paper. Get more paper. Get Olga’s paper if she has not locked drawer. This is going to take a while.”

Before the formal assessment, Lukashenko wish to make one observation about the nature of the file itself. In Belarus, Lukashenko has fired people for less than any single item in the Hegseth file. In most countries with functioning institutional accountability — and Lukashenko include in this category countries he does not particularly admire — any single item in this file would constitute a terminal professional event. The file contains not one such item. The file contains, at current count, sufficient items to have ended six to eight separate careers in six to eight separate fields. Warlord Hegseth has one career. It continues. Lukashenko find this either inspiring or alarming and has not yet decided which. Possibly both. The formal assessment follows.
Lukashenko assessment: In Belarus, person who share classified military plan with journalist by accident is not Secretary of War next week. This is policy. Policy exists for reason. Reason is obvious. Lukashenko rate: HISTORICALLY SIGNIFICANT.
Lukashenko assessment: Lukashenko fired his own IT office head in 1998 for different reason. Several things subsequently breached. Took years to fix. Lukashenko learned from this. This is called institutional knowledge. Warlord Hegseth is still learning. Rate: FAMILIAR. UNFORTUNATE. ONGOING.
Lukashenko assessment: Lukashenko rate Warlord Hegseth as intelligence source: UNWITTING / RELIABLE / WILL TELL YOU ANYTHING IF YOU SEEM INTERESTED. This rating has not changed. Will not change. Lukashenko is grateful. Has not sent thank-you card. This is possibly oversight.
Lukashenko assessment: The jet is not the issue. Lukashenko also has jet. Jet is fine. The issue is the sequencing: remove oversight, then conduct operations that would benefit from oversight. This is not a management philosophy Lukashenko endorse. This is a management philosophy Lukashenko recognize. Rate: CONCERNING IN SPECIFIC AND DOCUMENTED WAY.
Lukashenko assessment: Lukashenko file this entry separately. See below. This is not same category as other entries. Other entries are: incompetence, poor judgment, security failure, institutional self-harm. This entry is different category. Lukashenko does not rate this entry on standard scale. Lukashenko does not have standard scale for this entry.
Lukashenko assessment: This is the entry that keep Lukashenko awake. Not the Signal. Not the email. Not the Gmail credential, which Lukashenko appreciate professionally. The status. The continuing, uninterrupted, consequence-free status. In Belarus, Lukashenko fire people. People have consequences. This is how institutions function. Or do not function. But consequences exist. Lukashenko look at Hegseth file. Lukashenko look at status box. Lukashenko pour glass. Lukashenko does not know what rating to give status box. Yuri suggest: UNPRECEDENTED. Yuri is correct.
Lukashenko want to return to the boats. He has been trying not to return to the boats throughout this bulletin. He has been returning to the boats anyway, in the way that one returns to a thing that has not been dealt with by being put in a data card and rated on a professional scale.
The boats in the Caribbean. The first strike. The people in the water after the first strike, clinging to the wreckage, some of them possibly fishermen who were hired to pilot vessels whose cargo they may not have chosen and may not have fully known. The military returning. The second strike. The survivors in the water after the first strike, targeted in the second. The double tap.
Representative Moulton, who served in Iraq, who knows what it looks like when people die in wars, who is not speaking from theory, called this a war crime. He named the precedent precisely. Nazi submarine captains, tried at Nuremberg after World War II, for ordering the same doctrine: returning to finish survivors in the water. The Allied tribunals concluded this violated the laws of war. The submarine captains were executed. This is not a rhetorical comparison. This is a legal precedent that exists in the record and will remain in the record regardless of what is said about it on any given news cycle.
Hegseth responded that the military abides by the rules of engagement and praised his warfighters. He did not address the Nuremberg precedent. He did not address the press reporting on the individuals killed who were not, by available evidence, the people they were described as being when the strikes were authorized. He praised his warfighters. He remains Secretary of War.
The portrait on the wall — the official heroic portrait, commissioned by Molodnaia Pravda Bureau of Personnel Assessment, painted in the style of provincial Soviet heroic realism by an artist who has studied the form and absorbed its grammar without its conviction — shows a man gazing upward and to the left at something approximately twenty degrees from where the glorious future actually is. The medals are slightly crooked. The fist is clenched at mid-chest. The sunburst behind him is off-center. The Cyrillic at the bottom reads: АМЕРИКАНСКИЙ ОСВОБОДИТЕЛЬ НАРОДОВ МИРа — American Liberator of the Peoples of the World. The grammar is slightly wrong. This is accurate. Everything in the portrait is slightly wrong. This is also accurate. The man it depicts controls the largest military in the history of the world and has praised the practice of returning to finish survivors in the water before an oversight committee and gone back to his office and the portrait is slightly wrong in every detail and it is the most accurate portrait Lukashenko has commissioned in thirty-two years.
AMERICAN LIBERATOR OF THE PEOPLES OF THE WORLD.
THE MEDALS ARE SLIGHTLY CROOKED.
THE DOCTRINE IS FULLY OPERATIONAL.
ЭТО НАЗЫВАЕТСЯ ПОЛИТИКА.
